County supervisors close out FY 2018

     The Jones County Supervisors took action on several agenda items during their June 26 meeting to close out the Fiscal Year.

     The board approved an appropriation resolution, transferring budgetary authority between various departments.

     “All of the departments end in the black,” reported County Auditor Janine Sulzner.

     The following changes to departmental spending were made:

     • Juvenile Court Services increased by $2,100 to $22,399

     • General Assistance increased by $150 to $40,563

     • DCAT/CPPC/ECI increased by $750 to $80,279

     • Senior Dining increased by $1,100 to $255,633

     • Public Health decreased by $3,150 to $140,535

     • Medical Examiner decreased by $200 to $38,800

     • Capital Projects decreased by $750 to $194,418

     The board approved the transfer of the balance in the Mental Health Disability Services (MHDS) East Central Region bank account to Johnson County as the new regional fiscal agent. As of June 26, the balance was at $5.462 million.

     The board approved the interfund transfer for local option tax projects, at $221,837.72. The Engineer’s Office outlined several projects: grading on Dale’s Ford Road, bridge approach replacement on County Road E-34, reconstruction of intersections on County Road E-17 and Highway 136, bridge replacement on 105th Avenue, bridge replacement on Bluebird Road.

     The board approved the transfer of $175,000 from Capital Projects to Secondary Roads for the new Wyoming Shop building project.

     The board approved an interfund transfer of $1,952 between the Conservation Land Acquisition Trust Fund and the General Basic Fund. The funds are for expenses incurred at the Eby’s Mill Wildlife Management Area.

     The board approved an interfund transfer of $208,700 from the Capital Projects Fund to the General Basic Fund to reimburse a portion of the funds temporarily transferred to the Capital Projects Fund.

     The board approved an interfund transfer of $3,862.50 from the Debt Service Fund to the Capital Projects Fund for the remainder of the Debt Service fund balance.

     The board approved designating a portion of the General Fund balance for county capital projects: no less than $157,621 facility projects, $6,000 for special GIS projects, $31,500 for aerial tax mapping for a joint project with the Jones County Conference Board, and $40,000 for a voting equipment replacement fund.

     The board approved designating a portion of the General Fund balance for the Central Park Lake Restoration Project ($205,783), the Mon Maq Dam project ($513,249), and the Wapsi Trail project ($63,042). Sulzner said these funds are unspent revenue that needs to be restricted because it cannot be used for anything else.

     The board approved designating the balance in the Secondary Road Local Option Tax Fund ($2 million) for road and bridge projects.

     The board approved the FY 2019 salary resolution, with a few exceptions: the Secondary Road Office Manager will receive a 5 percent pay increase; the Conservation Director, Ranger, and Naturalist will all receive a 4 percent pay increase; and the ECI Director will receive a 3.25 percent pay increase.

     The board approved the FY 2019 Master Departmental Appropriation Resolution. The JETS facility project increased by $10,000, ECI/DCAT, CPPC decreased by $10,000, and Capital Projects increased by $10,000.

     The board approved compensation rates for election officials. Precinct officials will go from $9 and $9.25 an hour. Precinct chairs will go from $10.50 to $11 an hour. Special precinct election board members will remain at $9 an hour. Special precinct election board chairs will go from $10.50 to $11 an hour. Equipment testing, delivery and setup officials will go from $12.50 to $12.75 an hour. These changes were previously discussed at budget time.

     The board also made several re-appointments:

     • Dave Tabor to Conservation Board

     • Penny Schoon to Veteran Affairs Commission

     • Ethan Zumbach to Board of Adjustment

     • Dave Lubben, Jim McElheny, and Lowell Tiedt to Planning and Zoning Commission
